This skill walks the SPF Mobilité accommodation that allows beneficiaries of temporary protection from Ukraine to drive on their Ukrainian driving licence and operate Ukrainian-plated vehicles in Belgium without the standard non-EU exchange / Belgian-registration procedures [spf-mobilite-ukraine]. The accommodation is TP-specific and operates as long as the user holds active TP status (currently to 4 March 2026, renewable on Council extension — see temp-protection-onboarding-ukraine).
Scope. The user is a TP beneficiary (BFTM file at DVZ + Temporary A card or in-process). Non-TP arrivals follow driving-licence-foreign-exchange-non-eu (2-year exchange window) and vehicle-registration-car (vehicle import + DIV registration). EU citizens with EU/EEA driving licences follow driving-licence-foreign-exchange-eu (voluntary).
What's accommodated under TP
Driving licence
- The user's Ukrainian driving licence is recognised for driving in Belgium throughout TP duration. No exchange to a Belgian licence is required.
- The standard 2-year exchange window that applies to non-EU licences does not start during TP. The user can drive on the Ukrainian licence indefinitely while TP is in force.
- An International Driving Permit is not required alongside the Ukrainian licence under TP — the licence itself is recognised on its own.
Ukrainian-plated vehicle
- A vehicle registered in Ukraine and bearing Ukrainian plates can be driven in Belgium on the existing Ukrainian registration during TP.
- Standard Belgian rules requiring vehicle import + DIV registration after a 6-month residence threshold are suspended for TP.
- Belgian technical inspection is not required for the UA-plated vehicle during TP — the Ukrainian inspection regime applies.
Insurance — still required
Notwithstanding the licence and registration accommodation, third-party motor liability insurance (RC auto) is mandatory under Belgian / EU law for any vehicle driven on Belgian roads. The user must:
- Confirm their Ukrainian RC auto policy is valid for use in Belgium (Green Card / Carte verte coverage), OR
- Take out a Belgian RC auto policy for the UA-plated vehicle (some Belgian insurers underwrite UA-plated TP vehicles).
A vehicle without valid RC auto is uninsured and operating it is a criminal offence regardless of the TP accommodation. The TP scheme accommodates registration; not insurance.
What's NOT accommodated
- Belgian-plated vehicles purchased after arrival must be registered at DIV under the standard procedure. The user can drive that Belgian-plated vehicle on the Ukrainian licence (the licence accommodation continues), but the vehicle itself must be Belgian-registered.
- Buying a UA-plated vehicle in Belgium is not really an option — TP-import vehicles are vehicles already owned by the user pre-displacement; second-hand UA-plate purchases on Belgian territory don't fit the accommodation cleanly.
- Driving licence categories other than B (motorbike A1/A2/A; truck/bus C/D; trailer BE/CE) — the accommodation is principally for category B (passenger car) under SPF Mobilité practice. - Commercial vehicle use — the accommodation is for personal-use driving. Commercial transport (taxi, ride-share, professional driver) requires the standard Belgian professional-driver framework (CAP code 95, etc.).
Process — practical steps
Most users do not need to file anything separately for the licence and vehicle accommodation; recognition is operational on showing the BFTM certificate at any traffic stop. Practical actions:
Stage 1 — Confirm TP file is open
The user has an active BFTM certificate (or Temporary A card) from temp-protection-onboarding-ukraine. Police checks accept the BFTM as proof of TP status; the recognition follows.
Stage 2 — Carry documents at all times
When driving in Belgium, carry:
- Ukrainian driving licence.
- BFTM certificate (or Temporary A card).
- Ukrainian vehicle registration (UA-plated vehicle case).
- Insurance Green Card showing valid RC auto coverage.
A police roadside check confirms TP status from the BFTM, recognises the Ukrainian licence and (if applicable) the Ukrainian-plated vehicle, and verifies insurance.
Stage 3 — Insurance checkup
Within the first 30-60 days of arrival:
- Contact the original Ukrainian insurer to confirm the policy's Belgium coverage on the Green Card.
- If Belgian coverage is missing or limited, obtain a Belgian RC auto policy. Most major Belgian insurers (AG Insurance, Ethias, AXA, etc.) underwrite UA-plated TP vehicles on disclosure of TP status.
- Carry the proof-of-coverage at all times.
Stage 4 — Plan for TP end
If/when TP ends (no further Council extension after the current end date), the accommodation ends with it. The user then has to:
- Either exchange the Ukrainian licence for a Belgian licence within the standard 2-year non-EU exchange window (which starts on TP end) — see
driving-licence-foreign-exchange-non-eu. - Either import the Ukrainian-plated vehicle to Belgium and register at DIV under the standard non-EU vehicle import procedure (homologation, technical inspection, registration), or sell / return the vehicle to Ukraine.
The transition is the user's responsibility and requires planning if TP is non-renewed.
Known surprises
- The accommodation is TP-conditional, not residence-conditional. A TP beneficiary who chooses to apply for a different residence status (e.g. asylum, family reunification) and exits TP loses the accommodation; the standard non-EU rules apply. Coordinate the residence-status decision with the driving / vehicle decision.
- Vehicle accommodation does not waive insurance obligations. Many users assume the SPF Mobilité accommodation covers everything; it does not. Insurance is a Belgian / EU obligation independent of registration and is enforced on the road.
- Roadside-check awareness. Belgian police are generally aware of the TP accommodation but local knowledge varies. Carrying the BFTM certificate at all times prevents misunderstandings; if a police officer is unfamiliar with the accommodation, the BFTM provides reference (TP status under Council Decision 2022/382).
- Children's car seats and Belgian road-traffic rules apply. The accommodation is on registration and licence; the user must comply with Belgian road-traffic regulations (speed limits, drink-drive limits, child-restraint rules, mobile-phone use). Ukrainian rules differ in some respects.
- Long-distance Ukrainian-plate driving in other EU countries. The Belgian TP accommodation is a Belgian operational rule; driving the UA-plated vehicle in another EU country invokes that country's TP accommodation rules, which may differ. Plan accordingly for cross-border travel.
- Vehicle registration tax / road tax. UA-plated vehicles during TP are not subject to the Belgian road tax (taxe de circulation) or the registration tax (taxe de mise en circulation).
