This skill walks the issuance event for the inburgeringsattest — the Flemish integration certificate issued by AGii (Agentschap Integratie en Inburgering) on completion of all four pillars of the Inburgering programme [decreet-2013-06-07-inburgering] [integratie-inburgering-portal]. The skill is short — a single-event procedure with no decision branches. It exists as a separate skill so that downstream skills (notably nationality-application / nationality-declaration-art12bis) can requires the certificate without depending on the full Inburgering procedural body.

Scope. The user has completed all four pillars (Maatschappelijke Oriëntatie, NT2, Werk-school orientation via VDAB / Actiris, Buurtgesprek participation) under either inburgering-flanders (Flemish region) or bon-integration-parcours-bxl (Brussels-Capital Dutch pathway). Both regimes use the same certificate. Walloon and Brussels-Capital French-pathway users do not receive an inburgeringsattest — they receive an attestation de fréquentation (Walloon) or attestation de suivi du parcours d'accueil (BAPA Brussels), which carry the same legal weight downstream. # unverified — confirm whether AGii issues a single uniform certificate across Flemish-region and Brussels-NL pathways, or two regime-specific variants.

Statutory basis

The certificate is governed by the Decreet van 7 juni 2013 which created AGii and defined the four-pillar curriculum and the certificate output [decreet-2013-06-07-inburgering]. The 2022 reform tightened the underlying NT2 threshold (A2 written + oral) but did not change the certificate-issuance event itself.

Process

Stage 1 — AGii confirms completion

Once the user has documented completion of all four pillars in the AGii central file:

  • MO — module exam passed and recorded by AGii.
  • NT2 — A2 written + A2 oral exam passed (post-2022 reform) and recorded by the CVO / CBE / HvN that delivered the course; result transmitted to AGii.
  • Werk-school — VDAB (or Actiris in Brussels-NL) confirms orientation completion or full-time-employment status.
  • Buurtgesprek — participation activity completed and recorded.

AGii reviews the central file for completeness. If any pillar is incomplete or contested, the file is held; the user is contacted to address the gap.

Stage 2 — Certificate issuance

On a complete file, AGii issues the inburgeringsattest electronically. The certificate carries:

  • The user's full name and NISS.
  • The four-pillar completion dates.
  • An AGii file reference number.
  • The issuance date.

The user receives the certificate via the AGii portal (typically email + portal download). Some users request a printed copy; AGii issues this on request.

Stage 3 — Downstream registration

The certificate is registered in the AGii central file and is automatically queryable by:

  • SPF Justice / parquet during nationality-declaration art. 12bis review (nationality-application).
  • Belgian commune services that need integration evidence for downstream administrative decisions.
  • Some employment / CPAS contexts that accept the certificate as evidence of integration.

The user does not need to physically deliver the certificate to downstream institutions in most cases — the registration in the central file is the load-bearing artefact. The physical certificate is for the user's own records and for cases where direct presentation is asked.

Known surprises

  • The certificate is the milestone, not the end of integration. Receiving the inburgeringsattest closes the formal Inburgering trajectory but does not end the user's relationship with AGii or with regional-language acquisition. Many users continue NT2 beyond A2 to reach professional thresholds (B1 / B2) for specific career tracks; AGii's partner network supports this without the certificate-issuance ceiling.
  • Lost-certificate replacement. If the user loses the printed certificate, AGii issues a duplicate on request — the central-file registration is permanent and the duplicate is functionally identical.
  • Cross-regional certificate validity. A Flemish-region inburgeringsattest is valid evidence for nationality declaration filed in any commune in Belgium — including communes outside the Flemish region. The certificate is federally accepted as integration evidence under art. 12bis, regardless of where the parcours was followed. Users moving from Flanders to Wallonia after the certificate is issued do not lose its evidentiary force.
  • Pre-2014 BON certificates. Users who completed the pre-2014 BON (Brussels-NL) trajectory under the predecessor agencies hold certificates that still carry evidentiary weight; AGii honours predecessor-agency certificates as equivalent.
  • Certificate issuance and the 2022 reform. The reform tightened the underlying thresholds but did not change which certificate is issued. Pre-2022 inburgeringsattesten remain valid evidence; the reform applies only to participants whose pillar completion fell after the reform's effective date.
  • The certificate is not a language certificate. It documents completion of the integration programme including A2-NT2; it is not a CnaVT / Selor certificate that some employers and educational institutions specifically require. Users with professional language ambitions should pair the inburgeringsattest with a standalone NT2 examination certificate.
